The Industry Development Department of the National Development and Reform Commission released an article titled "Vigorously Promoting the Optimization and Upgrading of Traditional Industries". The article points out that for industries with strong resource constraints such as alumina and copper smelting, the key lies in strengthening management and optimizing layout. Strong resource-constrained industries are fundamental to the national economy and play a significant role in many fields such as economic construction and national defense construction. For some time, there has been a strong willingness in various regions to develop resource-constrained industries such as alumina and copper smelting. During the 15th Five-Year Plan period, we should adhere to the principle of the whole country as one chessboard, and based on the objective differences in industrial foundation, resource endowment and environmental carrying capacity among various regions, build a productive force spatial layout that is adapted to local conditions and highlights local characteristics. Improve the mechanism for major project argumentation, encourage local authorities to proactively align with national industrial regulation requirements before argumentation, and prevent blind investment and disorderly construction. Encourage large backbone enterprises to carry out mergers and reorganizations, enhance their scale and groupization levels, and improve industrial competitiveness. Strengthen support for key enterprises in technological research and development to enhance the technological advantages of the entire industrial chain. Promote a new round of strategic actions for breakthroughs in mineral exploration and optimize cooperation in overseas mineral resource exploration and development. Improve the recycling and utilization system and promote the recycling of waste by category.
