The Director-General of Mining and Coal of the Ministry of Energy and Mineral Resources, Tiri Vinanu, stated that the annual system is a jointly decided and clearly legally based arrangement. "It still has a validity period of one year, a joint decision for one year. The ministerial regulations also still have the annual system."
 
Tiri emphasized that the adjustments at the ministerial regulation level so far still stipulate that the obligation for mining operation reports lasts for one year.
 
This regulation is based on the Ministry of Energy and Mineral Resources' Ministry Regulation No. 17 of 2025, which covers the preparation, submission, and approval procedures of the work plan and budget for mining and coal extraction activities, as well as the reporting procedures for implementation status. This regulation changed the validity period of RKAB from the previous three years to one year and came into effect on October 3, 2025.
 
On the other hand, Tiri disclosed that the approval process for the mining RKAB in 2026 has not been fully completed yet because there are several revisions.
 
Previously, the Minister of Energy and Mineral Resources, Bachriel Rahadalia, explained that changing the system from a three-year system to a one-year system is to maintain the balance of mineral product supply and demand. He believes that the three-year plan makes it difficult for the government to control production, and when there is a supply-demand imbalance, this situation may lead to fluctuations in commodity prices.
