The ruling decides to impose anti-dumping duties based on the cost of delivery (CIF), as follows: The producer Xiamen Baofeng Group Co., Ltd. and Xiamen Baofeng Industrial (Hubei) Co., Ltd. (exporter Xiamen Baofeng Trading Co., Ltd.) have a tax rate of 15.8% and no less than 7.418 Saudi riyals per thousand (or 2.941 Saudi riyals per kilogram); The producer Enpack Metal Technology (Yangzhou) Co., Ltd. and its exporters Enpack International (Hong Kong) Co., Ltd. and Enpack Metal Technology (Yangzhou) Co., Ltd. have a tax rate of 18.3% and no less than 8.939 Saudi riyals per thousand (or 3.401 Saudi riyals per kilogram); Other producers/exporters have a tax rate of 38.7% and no less than 18.201 Saudi riyals per thousand (7.215 Saudi riyals per kilogram). The measures take effect from the day after the announcement is released and are valid for five years. The involved products are beverage can aluminum caps with diameters ranging from 50 to 63 millimeters, regardless of thickness, and fall under the Saudi tariff code 8309.90.70.00.00.
On September 30, 2025, Saudi Arabia initiated an anti-dumping investigation on beverage can aluminum caps from China. The investigation period for dumping was from January 1, 2024 to December 31, 2024, and the damage investigation period was from January 1, 2021 to December 31, 2024.
