The National Development and Reform Commission and other five departments issued the "Action Plan for Implementing the Comprehensive Conservation Strategy". It proposed strengthening the comprehensive utilization of mineral resources. Systematically promote the efficient and rational utilization of mineral resources, strengthen high-quality and efficient comprehensive utilization of important strategic minerals, and strengthen the incentive and restraint effect of key indicators such as mining recovery rate, beneficiation recovery rate, and comprehensive utilization rate. Deepen the re-evaluation of co-mineral resources and low-grade resources of strategic minerals, and encourage the comprehensive utilization of co-mineral resources. By 2030, the comprehensive utilization rate of co-mineral resources of major metals will increase by 2-3 percentage points compared to 2025.
